英文摘要:This paper examines the economic, welfare and environmental impacts of trade tariffs based on China’s coal tariff adjustment policy in 2014. Employing a global simulation model derived from the computable partial equilibrium analysis, some intriguing research findings are revealed. First, the tariff adjustment is surprisingly found to have had little impact on domestic coal production although it had significantly restrained coal import and promoted coal export. Second, the tariff adjustment is also found to have had a positive impact on domestic producer welfare and net social welfare at the expenses of consumer welfare if environmental benefits were taken into account. Were the environmental effects ignored, the net social welfare of the tariff adjustment policy would have been negative. Finally, the tariff adjustment is found to have had a detrimental effect on global welfare due to its negative externalities on the welfare and natural environment in the rest of the world. This paper evidently makes a significant contribution to the extant literature as it pays serious attention to the combined effect connected with the economic, welfare and  environmental consequences arising from an industry-specific tariff policy in a large open economy such as China with domestic production overcapacity from a global perspective.
