摘要:China launched the Critical Illness Insurance (CII) program in 2012 with the objective of lowering out-of-pocket expenses for individuals enrolled in the government's health insurance programs. This paper utilizes the staggered timing of CII adoption across cities to estimate the impact of CII on medical costs and health service utilization of middle-aged and elderly individuals. The results indicate that, for rural insured individuals, CII had a negligible impact on the use of inpatient care, but decreased out-of-pocket expenses for inpatient care by 45% for those who utilized it. The reductions were greatest among individuals over 60 years old, those living in low-income households, and those with chronic illnesses. we do not find evidence of effects on urban insured residents' inpatient and outpatient expenditures or utilization, which is expected since the urban insured are less affected by the CII program given the higher pre-existing benefits in the urban insurance program.

Dr. Yaxiang Song is an Assistant Professor of Economics at Creighton University, specializing in health and labor economics. She uses applied econometrics methods to evaluate the intended and unintended effects of public programs or policies on health-related outcomes. Her current research mainly focuses on studying the impact of public programs on vulnerable groups, such as the elderly and children, and the effects of education on health. She also has broad interests in Chinese economy.
